RESUMO:

On the problems arising, among other reasons, the absence of a formal process of descriptive materials construction bid at the University Hospital Onofre Lopes, this proposal aims intervention project to establish a process setting and updating the descriptive materials appropriate to the institution's needs. Aiming to clarify not only the context in which this project is included, but also its limits on the concepts applicable to your object, we will cover concisely, in their literature review, the public management issues, public procurement, descriptive and discretion. This proposal is based on the concept of action research, which objective is the improvement of practice, through the planning, implementation, description and evaluation of a change, with constant learning both the practice as one's own investigation. Expected with its implementation, improving processes in the locus of intervention, with the decrease in the rates of failed items in the auctions and the adequacy materials acquired the Hospital's needs and serve as a basis for future studies in the area.
