RESUMO:

Amid the paradigm changes in the public service over the years, the design of goals and actions by government agencies considering the internal and external environment related to organization, has been very useful in the search for organizational performance improvement. In this context, the development of an appropriate strategic planning to the characteristics of an organization is essential, then emerging from the Balanced Scorecard (BSC) as an important tool in the implementation of this planning. In this sense, the present study aims to develop a strategic planning proposal for the Campus Picuí, the Federal Institute of Education, Science and Technology of Paraíba, through the use of the BSC. Therefore, it made use at first, bibliographic and documentary research, and will later be carried out semi-structured interviews with a sample of teachers, technical and administrative, students and managers, with the main aim to collect information and data that will be analyzed on the approach qualititativa and will subsidize construction of Swot Matrix, the BSC and its strategic map, thus fulfilling the specific objectives of the research. How to adapt the BSC to the public sector model, it was decided by the Ghelman and Costa (2006) Adopting six different perspectives.
