TITLE:
ood Insecurity (AI), characterized by the lack of daily access for everyone to quality food in sufficient quantity, is a consequence of the violation of the Human Right to Adequate Food (DHAA) and affects Brazil in different ways, as it is also impacted by historical social inequalities in the country. Protection of DHAA requires the implementation of articulated intersectoral public policies that act in an emergency and structural way to guarantee DHAA and overcome AI. The objective of this study is to analyze access to the network of government programs protecting DHAA and its effect on FI among families in a semi-arid municipality in northeastern Brazil, between 2011 and 2022. This is a population-based cohort study among families from the municipality of Cuité, Paraíba. AI was estimated using the Brazilian Food Insecurity Scale with 251 households in four periods (2011, 2014, 2019 and 2022). Longitudinal data analysis was carried out by creating the variable length of time living with AI, with longitudinal categories (Persistent Food Security, AI at one time, AI at two times and Persistent AI), and also for sociodemographic variables. These categories were used in the first and second products of this thesis, whose objectives were to analyze the association of sociodemographic conditions and access to government programs with the length of time living with AI, respectively. The third proposes to analyze the synergistic effect of the program network on AI through mixed effects analysis with panel data (under construction). The statistical analyzes used were descriptive analyses, bivariate analyzes with Pearson's x2 and Cochran's Q, and multinomial logistic regression. As results, the first article observed that 67% of families lived with AI between 2011 and 2019 and that having a rural residence, low per capita monthly income and low education level of the head increase the chances of living for longer, especially if these conditions are overlapped. The second article pointed out the coexistence of chronic AI, the persistence of the population's vulnerability and a diverse, but little accessed, DHAA protection network. In view of this, it is argued that the debate on food security and DHAA in Brazil must consider the various inequalities in the territory and the indivisibility and interdependence of social rights, as well as that the planning of public policies that work to overcome this problem is based on an understanding of the intersectorality and synergistic effect of the programs.
