SUMMARY:

Objective: The study in question seeks to develop and validate an instrument to assess the quality of the Reception Service with Risk Classification in obstetrics with evaluation dimensions for users, health professionals and managers, then to apply and evaluate how it behaves in a population. Methods: This is an  evaluative research with a quantitative approach that is  divided into two stages: in the first, a study was developed where an instrument was elaborated divided into 3 modules: with dimension for the user (module 1), for the health workers (module 2) and for the manager (module 3). This product was validated for content by a committee of judges (experts) who are experts in the field of the instrument. The tool was created based on the theoretical framework proposed by Donabedian and the objectives proposed by the World Health Organization and the Ministry of Health through the Program for Humanization in Prenatal Care and Birth. The analysis of this stage was carried out based on the committee's agreement index (CI), Content Validity Index (CVI) and Kappa index for the evaluation and achievement of the ideal parameters of agreement and content validity of the tool among the judges. In stage 2, to be developed after the Qualification, the instrument will be applied to the users, health professionals and managers of the hospital service under investigation, in order to analyze the parameters necessary for validation. To this end, a pilot study will be carried out at this stage. The setting chosen for this phase of the study will be the Ana Bezerra University Hospital (HUAB) of UFRN. Then, the  descriptive statistical analyses used in the process of elaboration and validation of instruments (for each of its items) will be performed. After this moment, a factor analysis with a polychoric matrix will be performed. Results: The instrument was validated for content in stage 1 of the study, after evaluation by the Committee of Experts, considering values for CVI, CI and Kappa equal to or greater than 0.8 for each item evaluated. Items with values below 0.8 were excluded from the instrument. With the instrument validated in terms of content, the validation process will continue. It is hoped that this study will be able to evaluate the quality of Reception with Risk Classification care from the perspective of the manager, health professionals and users of maternal and child services.
