Primary Health Care (PHC) is essential in facing the pandemic of COVID-19, due to its characteristics of territorialization and bond, having as main responsibilities in this period: health surveillance in the territories; attention to users suspected or confirmed of the disease; social support to vulnerable groups and; continuity of its own actions. The general objective of the thesis was to evaluate the Primary Health Care (PHC) services during the period of Public Health Emergency, due to the pandemic of COVID-19. The results are presented in the form of a collection of articles. The first one, completed and not yet submitted, contemplates the users' perspective on the quality of PHC, being measured in a quantitative study, by means of the instrument PCATool-Brazil. The attribute access to first contact - utilization obtained the highest score, while accessibility obtained the lowest score. Both the essential score and the general score obtained an average lower than the cutoff point. There was positive influence on the score by: users with low education and health units with more than one team. It was concluded that the services evaluated have low performance from the perspective of adult users. The second, in the process of journal evaluation, was developed through qualitative analysis, aiming to understand the work process of PHC teams during the pandemic and their role in facing the COVID-19. Semi-structured interviews were conducted and submitted to content analysis, and subsequently, to the Descending Hierarchical Classification of the IRAMUTEQ software, which led to two thematic categories: Challenges in the work process of the teams and; The role of PHC in facing the pandemic and the organization of the care network. The scarcity of individual protection equipment, with limited active professionals and the lack of physical structure of health units were aspects considered limiting the work process, besides the suspension of continuous care. The PHC is understood as the gateway to services and the main contact of users with the care network, although it was clearly underutilized in the studied scenario. There are also two proposals for scientific articles. The first one is related to the evaluation of PHC made by medical and nursing professionals. The second concerns the evaluation of oral health services in the pandemic, from the perspective of both users and dentists.
