CARE POLICIES AND INITIATIVES FROM THE SOCIO-POLITICAL PROTAGONISM OF THE ELDERLY IN PRIMARY HEALTH CARE

Even in an aging society, elderly people contribute to a restriction of individual experiences from the imposition of a universal old age, in which the extension of functional capacity and the need to justify its usefulness are premises of moral and social approval. Objective: to investigate the achievement of the National Health Policy for the Elderly (PNSPI) and elderly Patient Centered Care (PCC) iniciatives through the consolidation of participation and social control in the decision-making spaces of society. Methods: This is a multiphase mixed methods research, consisting of six stages regarding the type of study: stage one, we carried out a documentary research of the factors involved in the formulation process of the PNSPI, in order to deepen the understanding of the guidelines that establish its operation and the power relations intrinsic to different sociopolitical and economic interests under the prerogative of biopolitics. Therefore, we used the content analysis technique proposed by Bardin, operationalized by the IRAMUTEQ software; step two, the methodology followed the guidelines established by the Joanna Briggs Institute's (JBI)'s for scope review based on the following research question: which relevant initiatives to promote quality in Primary Health Care (PHC) from elderly PCC? Step three, this step will be carried out at the headquarters of the Health Regions of Rio Grande do Norte (RN) through individual interviews from a semi-structured script. We will build a conceptual model from the elderly PCC and PNSPI considering the perception of different social entities involved in the care of the elderly in PHC; step four, we will carry out a quantitative study for the adequacy of the preliminary instrument and then evaluate its reliability by analyzing the internal consistency by Cronbach's Alpha coefficient and exploratory and confirmatory factor analysis; step five, we will carry out a quantitative situational analysis from the developed instrument and in step six we will evaluate the instrument as a tool of participatory management and social control. Results: the textual corpus consisted of 13 documents that guide policies aimed at social protection for the elderly, after the 1988 constitution. It consisted of two divisions: (1) Standardization of Health and (2) Care Model. In step two, we identified 1044 articles, which after applying the eligibility criteria: initiatives aimed at the care of the elderly in PHC and the involvement of health professionals, managers or caregivers in providing care to the elderly. We observe that the power mechanisms implicit in the policies protect old age for better management and efficiency based on capitalist interests. Old age is denaturalized in the light of an ideal of uninterrupted youth materialized by profit and productivity. Thus, the instrument to be developed seeks to legitimize social mobilization as a driving force for change and deconstruct universal old age through the promotion of singularization, considering life trajectories outside the ideology of aging without old age.
