RESUMO:

Primary Health Care (APS) in Brazil is the originator of Health Care Networks (RAS), the user's main gateway to the system. The Family Health Strategy (ESF) is the main resource in the expansion and consolidation of APS, favor integral care because it is close to communities, and allows managers, the multidisciplinary team and users of SUS to understand the dynamics of places and (individual and collective), revealing social inequalities and health inequities. The act of planning, supporting, monitoring the actions of APS becomes fundamental to ensure actions that really impact the health conditions of the population. The objective of this study was to analyze the planning, self-assessment and institutional support practices of municipal management for the improvement of the work process of the Primary Care Teams in the Brazilian capitals from the data from the 3rd cycle (2015-2017) of the National Health Program. Improvement of Access and Quality in Primary Care - PMAQ. We evaluated 4,922 EAB, the capitals were grouped according to administrative regions. Most of the teams from the Brazilian capitals evaluated carry out planning activities (98%), the capitals of the Southeast region are the ones that plan the most with 98.9% and the ones that do the least planning are the capitals of the North region with 95.8%. As for the periodicity in planning activities, the capitals of the northern region do so monthly (40.7%), the Northeast (40.9%), Midwest (47.3%), Southeast (53.7%). and South (53.1%) perform weekly. Self-assessment is a more common practice in the Southeast region (94.9%) and less in the Northeast capitals (81.0%). The Southeast capitals have more institutional support (89.3%) and this support is what most provide information to assist with health situation analysis (97.6%), and the least receiving this type of support are the Midwest capitals (68.2%) and management also provides the least information. (76.9%).
