RESUMO:

The right to food is part of the fundamental rights of humanity and refers to a set of necessary and essential conditions for all human beings, in an equal and non-discriminatory way, to exist, to develop their capacities and to participate fully and in a dignified manner of life in society. A challenging context for the realization of the right to food is the scenario of the Brazilian prison system. In recent years there has been a great increase in the female population in prison in Brazil, representing an increase of 656% over the previous decade and in the state of Paraíba above 90%, which increases the chance of exposure to precarious conditions and hinders the access to quality, effective and equitable food, thus representing a relevant problem when dealt with in public health. The purpose of this study is to analyze the realization of the right to food in women deprived of their liberty in Paraíba. This is a qualitative research carried out in the four penitentiaries that receive women in conflict with Paraíba state law: the Maria Júlia Maranhão Reeducation Center in João Pessoa, the Campina Grande Women's Penitentiary, the Patos Women's Penitentiary and the Female Penitentiary of Cajazeiras. The research subjects are representatives of the Penitentiary Administration Secretariat of Paraíba, nutritionist of the general warehouse of the state penitentiary administration, female state prison directors, women in prison, in a closed regime for at least one year and women in situation of jail that develops work activity in the kitchens of each penitentiary where the study was developed. The instrument of data collection was through a semi-structured interview and dialectical hermeneutics was used as a methodological proposal for data analysis. The research was approved by the Research Ethics Committee of the Health Sciences Center of the Federal University of Paraíba - CEP / CCS, under the no. 3,051,442, dated December 3, 2018; CAAE: 02613218.9.0000.5188. The results are presented through the following categories: 1 - contextualization of the case scenario; 2- access to food in the prison system of women in Paraíba; 3- the meaning of food for women deprived of their liberty; 4- scope and limits of the realization of the right to food. We observed that the context of incarceration makes it impossible to realize the right to food in terms of food availability, adequacy, accessibility and stability of supply. As a partial conclusion, the right to food for women deprived of liberty in Paraíba affects the dimensions of the right to food, which refer to freedom from hunger and the right to adequate food.
