From the labor reform to the covid-19 pandemic: a demographic analysis of precarisation in labor relations in brazilian northeast capitals

SUMMARY:

Work, with its different conceptions and environments throughout human existence, constitutes one of the pillars through which we survive the bad weather and start to organize ourselves in society. The analysis of the influence of working conditions and the profile of workers over time and space allows for a deeper understanding of the demographic dynamics of a given group observed (LEE, 2003). Let's take some widely disseminated examples: women being part of the workforce, modifying family planning and influencing birth indicators (COALE, 1989; CALDWELL 2007); increased demand for resources leading to diversification of work activities with exposure to risks and increased mortality for specific groups of workers (ILO, 2023); the emergence of urban centers with industrial and commercial centers that direct the flow of workers, thus influencing the phenomenon of migration (SOUZA, 2007; RIBEIRO, 2022). In this scenario, precariousness in labor relations has been studied in different countries (MARTINEZ-LICERIO, 2019; CHAN, 2019; MELGES, 2022). In Brazil, we have three factors that lead us to continue these studies: the Labor Reform of 2017, the COVID-19 pandemic in 2020 and the publication of the Demographic Census in 2022. On the national scene, there were negative consequences of: suppression of telework rights in the labor reform, distortions in collective labor relations, violations of the International Labor Conventions, pointed out by the International Labor Organization, after the enactment of Law n. 13.467/2017 (DUTRA, 2021; MELGES et. al, 2022). The main objective is to analyze the precariousness in labor relations considering the labor reform of 2017 and the consequences of the Covid-19 pandemic in Brazil, from the demographic perspective, starting from of the following question: did the labor reform change working conditions, quality of life and the profile of the worker in time (2010 and 2022 Census) and in space (Northeast Region), or is precariousness due only to the pandemic? The method is based on the Exploratory Analysis of Spatial Data given the strong spatial heterogeneity of Brazil, as it reinforces the importance of using maps not only in studies related to Demography, but in a broad and multidisciplinary way when it comes to the importance of, not only to identify where the population in a given situation is located, but also because it is an effective tool in order to record the heterogeneity and existing situation in the same region (SILVA; LEITE, 2014). The geographical cut is divided into two parts: in the first analysis, the cut will be expanded to all 1,794 municipalities in the Northeast region in ten variables of interest extracted from the IBGE's dictionary of spatial variables. For the second part, the analysis touches all Northeastern capitals in thirty-six variables of interest.
