The Covid 19 Pandemic and its impactos in quota holder and non-quota holder students school failure rate of a Federal Education Institute

SUMMARY:

The present study proposes itself to compare the failure rate of quota holder students and non-quota holder students of integrated technical courses of high school in three campuses of the Instituto Federal do Rio Grande do Norte (IFRN) between the years of 2019 and 2022 as well as investigate the demographic socioeconomic and institutional factors that interfere in this disapprobation. The comparison between quota holder and non-quota holder students looks to evidence on whether there are significant differences between these two groups, by means of this institution, of affirmative public policies according to Law 12.711. The importance of this research resides in the fact that the COVID-19 pandemic occasioned great impacts on Brazilian education, also interfering on the school failure phenomenon. Such impacts became even more relevant on the social classes exposed to a bigger vulnerability shown in the window of opportunities provided by the ongoing demographic transition in Brazil by limiting the utilization of human capital available on the current transition phase. For the realization of the proposed objectives, it is intended to use a study of mixed nature. For the quantitative analysis, the proposal is by a descriptive analysis of the socioeconomic characteristics and academy status of 710 entrants of integrated technical courses of high school in three campuses of IFRN on the school year of 2019. The informations are provided from SUAP (Sistema Unificado de Administração Pública) on which are managed the academical processes of said institution. The quantitative data worked first and foremost on this thesis project were worked on the statistical software Statistical Package for the Social Science (SPSS) version 20.0. On the qualitative part of the research, it's proposed the realization of focus groups with the participation of students with a historic of grade retention originating of the cohort of the entrants on 2019 as well as interviews with the members of the technical pedagogical team of the institution. The comparative between quota holder and non-quota holder students considers the number of students over the school years covered by this study and also the socioeconomic and demographic dimensions that interfere on the school failure phenomenon. On the preliminary results, it's shown that the failure rate didn't present a great variation over the studied period however the data indicates that this rate was bigger between the quota holder students than the non-quota holder students. For the realization of this research project and the subsequent realization of the dissertation defense it is yet intended to promote the reunions of the focus groups, interviews with the technical pedagogical team, accomplish the data collection for the school year of 2022 and realize the final essay of this thesis.
