Skilled Emigration from Brazil to Europe: Highly Skilled Migration between 2011 and 2021

SUMMARY:

International migration is a topic that has been at the center of debates in several parts of the world. Although the theme is dealt with in different disciplines, this research will seek to focus on the demographic perspective. The changes in the international context seen in the last decades highlight a rapid transformation in the world scenario. Such transformations naturally have effects on international migration movements and thus on the demography of different places. Evidence suggests that highly skilled migrants have been gaining a faster and increasing share in international migration as a whole. This makes clear the need to understand how this type of mobility has changed across different countries. In Brazil, there is an increasing number of people are leaving the country. According to the United Nations (2019), the continent with the most representative participation of the Brazilian population is Europe, with Portugal being the main destination on the continent in recent years. The profile of those leaving is mostly young people of working age. Although the exits represent a small portion of the total population in Brazil, it is possible that there is an important participation of highly qualified people. In Brazil, the population has gained educational level in the last decades. Thus, the main objective of the study is to understand how and to what extent Brazil has provided highly qualified young population to southern Europe (with a focus on Portugal), which is more developed and older than Brazil, observing demographic factors and the respective contexts of the countries, in this field, between 2011 and 2021. For this purpose, the 2011 and 2021 national censuses of southern European countries with more Brazilians will be used, with variables such as gender, age, educational qualification, field of occupation, country of previous residence, among others, being used. Similar information will also be sought in the databases from Eurostat and SEF for the same period. Complementary answers will be sought through interviews with qualified Brazilians in Portugal, identified by means of the Snowball Sampling method. Preliminary results are related to the general Brazilian population in Europe, focusing on Portugal. They indicate a growth of this population towards the European continent, as well as indicating that it is a relatively young population.
