A forgotten theme: The structural context of fertility in the Brazilian Northeast

RESUMO:

Urbanization has been the main vector of social and economic transformations and is negatively associated with fertility levels. However, when observed the declines in absolute levels of fertility in urban and rural areas for the period between 1970 and 2010, fertility in rural areas shows a reduction of 6 children per woman, while urban fertility decreases by 5 children per woman. From this perspective, there is a higher decline, in absolute terms, in the number of children per woman in rural areas than in urban areas for the same period. Thus, the process of urbanization represents a synthesis of several other social transformations that contributed to the fall in fertility. Associated to this, the structural transformations occurred in the rural environment caused that its population changed its behavior and this affected the fecundity of the rural women. Starting from the rural population, the main objective of this research is to characterize the rural context based on the different levels of development by the Northeast state and region. It intends to describe how each degree of rural development affected the reproductive behavior of the women and, consequently, their fecundity between the 1980 and 2010 period. In order to do so, in the face of the modernization of agriculture and concepts based on the New World of Rural, this research will use an empirical method to operationalize the different degrees of development of the rural environment by states of the Northeast region. This will result in the Rural Development Index (IDR) originally created by the OECD to classify the different rural development contexts existing among its member countries from partial indexes containing information on population and migration, social welfare, economy and issues environmental impacts. However, in order to achieve the objective of the present study, the variables that will cover the IDR will be adapted, since the original IDR was produced based on developed country contexts, therefore, the necessary adaptations are necessary, as suggested by the literature. The main source of data, both for the construction of the IDR and for information on fertility, will be the Demographic Census of the years 1980, 1991, 2000 and 2010. Thus, after the operation of the IDR, it will be possible to analyze, in a longitudinal way, how the Total Fertility Rate reacts in different rural development contexts. Since, according to data from the 2010 Census, this population represents 27% of the total population of the Northeast, being the region with the highest rural proportion when compared to other regions of Brazil. Therefore, a study is needed whose focus is the contextualisation of the environment in which this population is inserted, taking into consideration all the diversity now ignored by some authors not considering the social, economic and demographic diversities in the rural environment.
