SUMMARY:

The present research has as its theme the formation of two spaces that, with different initiatives in their organization and their objectives, had in common the agglomeration of people who migrated from their homelands and rural origins to the city of Crato, in the interior of the state. from Ceara. We are talking about the community of Caldeirão da Santa Cruz do Deserto created in 1926 and definitively destroyed by the State in 1938, and the Buriti Concentration Camp created during the drought of 1932 and having its activities concluded in 1933. The perspective of our analysis is that , despite being forged differently, both spaces, which were even contemporary experiences between the drought years from 1932 to 1933, had common characteristics, especially with regard to the people who were there, people of rural origin, the which at that time were seen as an obstacle to the moment of transformation that Brazilian society demanded. Studying these two spaces is to study the history of the sertanejos who migrated, either to a rural space where they could have other forms of existence in which workers could enjoy their own work, which did not happen on the properties where the farmers maintained a relationship of land ownership for the market and merchandise; or migrating to the city to also seek a new way of life, which was different from what these workers were used to in rural areas. Our research takes into account some concepts such as necropolitics, which, based on the analysis of Achille Mbembe, who articulates Michel Foucault's idea of biopower with Giorgio Agamben's state of exception, states "sovereignty consists in the power to manufacture a whole mass of people used to living on a razor's edge or even on the sidelines of life – people for whom living is always being accountable to death” (MBEMBE, 2017, p. 64-65). Here is one of the conceptual bases for understanding necropolitics. The idea that there are people who, by sovereign political project, are living on the sidelines of their own lives. What we see, according to Mbembe, is that also in bourgeois democracy, there is a project that naturalizes and normalizes the state of exception in a given segment of society, where everything is possible, including taking the lives of unwanted people or the basic conditions of their existence, exposing bodies to death.
