Studies on textbooks throughout the 20th century and the beginning of the 21st century attest to the increased interest of social agents - students, teachers, authors, publishers, the State, the press, organized civil society groups - around this theme, each one with their own conceptions of what this material is or should be, thus becoming the target of disputes and consensus. It is in view of this tangle of conceptions and practices of textbook use that this work proposes to investigate a fraction of these relationships through the following issue: how did such disputes occur around the concept of textbook when we think about the relationship between authors and the Brazilian state between 1995 and 2016? The answer to this question is supported by the thesis that there is not a single concept of textbook, thus there is a dispute around it. This would not only receive linguistic investments, but would develop from institutional and social practices, as the uses of these concepts would change according to the needs of the social agents who use them in their dispute process. Such a concept would thus end up being configured in a know-how that involves the strategies of those who appropriate it, as they develop their practices. In this sense, the authors' disputes about the textbook, located in the documents produced and disseminated by the Brazilian Association of Educational Book Authors (ABRALE), and the Brazilian State, through the observation of the PNLD Guides, were crossed. Such documents were observed in the light of Content Analysis, a communication analysis methodology that is configured from procedures for recording, counting, and classifying information, which would allow for thickening the reading of documents, expanding their meaning to achieve practical aspects, psychological, historical, economic and sociological (Laurence Bardin, 1980). The deepening of the analyzes took place from the writings of Jünger Habermas (1996) and Michel de Certeau (2013), who see language and practices in the world as two sides of the same coin, elements that dialectically compose the ways of acting, produce and relate to reality. From the first, the concept of public space and procedural democracy was taken, both of which would allow us to think about how the demands of the social world would be configured as linguistic agreements materialized through legislative apparatus. From the second, the concepts of linguistic economy and habitability were taken, as a way of understanding the elements used in the linguistic practices of these social agents and the way that these would function as aggregators between them based on the sharing of signs and meanings.
