ABSTRACT: This work has the objective to analyze the disputes, negotiations and clashes of the Black Movement and the Brazilian State in the school space, focusing on the education for the ethnic-racial relations. This objective specifies on Afro-Brazilians in the context of Textbook National Program (PNLD) between 1995 and 2014. In this analysis, three sets of sources are used: 1) documents produced by the Black Movement, in partnership with other organized civil society groups, at events promoted by secretariats as the Special Secretariat for the Promotion of Racial Equality (SEPPIR), highlighting the reports of the National Conferences for the Promotion of Racial Equality (CONAPIR). It was included in this set of sources the documents produced exclusively by the Black Movement that were delivered directly to the Presidency of the Republic, as it was done with the manifestos prepared during Zumbi of Palmares’ March against Racism for Citizenship and Life and the Zumbi’s March + 10, realized - respectively - in 1995 and 2005, in Brasília/DF; 2) management reports from two main secretariats in the dialogue between social movements and the state: SEPPIR and the Secretariat for Continuing Education, Literacy, Diversity and Inclusion (SECADI); and 3) PNLD’s notices, documents that held the criteria of the materials to be evaluated and purchased by the program. These include all the items that are used throughout the selection process as parameters that indicate whether or not the book is eligible for purchase by the Federal Government. The inferences made from this documentation started from the content analysis proposed by Laurence Bardin, a methodology that allows us to observe the arguments used on both quantitative and qualitative grounds. As a theoretical reference, it was used the category of practiced space, based on Michael de Certeau, which allowed us to take advantage of a conception of school space that was not delimited by the walls that surround the educational institutions. This work is based on the relations that are established between the groups and the subjects involved in discussion and problematization of the teaching for the ethnic-racial relations, as well as of the Afro-Brazilian history and culture and the institutions and organs responsible for the implementation of anti-racist public policies in the country. At the end of the work, it was found that the PNLD sought to comply with the requirements of public policies and, consequently, the demands placed by the Black Movement, mainly in the qualification of the concepts and terms used, in the direct indication of the specific legislation that refers to anti-racist education in Brazil, and also in keeping the deepness that the guidelines uses against prejudice and forms of discrimination had in the general framework of the notices. These changes in the notices, even not been explicitly as a claim in the documents produced by the Black Movement and their events, are the result of a circulation of the demands brought by the activists of the Movement, who also worked in various secretariats, councils and institutions that made distance for civil society.
