SUMMARY:

The Dunas de Natal State Park is the first regulated Conservation Unit in the state of RN, linked to the National System of Conservation Units, in the category of Integral Protection, twenty-three years after its regulation. Located in Natal, the park is in an urban area and is surrounded by two Special Areas of Social Interest, an Area of Special Tourist and Landscape Interest, military areas and, as a result, lives with a range of conflicts arising from the association between an Integral Protection Conservation Unit and an urban area. The main aim of this research is to "analyze the conflicts arising from the extemporaneous linking of "Park" type Conservation Units, located in urban areas, to the National System of Conservation Units - SNUC, based on the case of the Natal/RN Dunes Park". To this end, three specific objectives were contemplated: 1) To contextualize the creation of Conservation Units in Brazil, since before the SNUC was enacted, making an association with the urban planning instruments available in both periods (before and after the SNUC); 2) To characterize the creation of the Natal Dunes Park in relation to the insertion of RN in the development policy of tourist megaprojects for the Northeast Region; and, 3) To analyze the suitability of the Natal Dunes State Park for the category of Integral Protection, in the light of the National System of Conservation Units. This is a qualitative study, considered to be the most appropriate way to respond to the problem, which is interdisciplinary. A case study was defined as a strategy; in the case of this research, Parque das Dunas was characterized as a single critical case, defined by its centrality in relation to the research problem. Data collection was based on secondary data, made up of official documents (Management Plan, Operation Plan, Procedures Manual, among others identified along the way), minutes of meetings of the UC Management Council, Natal Master Plans, and related documents, which were analyzed using Content Analysis, respecting the stages of pre-analysis, exploration of the material and treatment of the results, defined by Bardin. Support was sought in the literature dealing with regulatory instruments for Conservation Units and urban planning. The results obtained point to the need to re-evaluate the legislation governing Conservation Units, especially at state and municipal level, to the need for possible adjustments or requalification of the UCs that were extemporaneously linked to the SNUC, as well as a review of the Parque das Dunas Management Plan.
