SUMMARY:

Tourism has been presented in public policies as a path for the development of the Amazon. The central argument of these proposals suggests that the tourist activity is capable of stimulating the receiving economies, generating employment and income, while the available natural resources are conserved. However, despite presenting advances in the field of environmental debate, the design of tourism policies ends up following an economic-commercial bias, in which opportunities tend to be concentrated in more urbanized areas and in large cities. In Amapá, the only Brazilian federative entity isolated by land access from the rest of the country, the issue becomes even more complex, since tourism is pointed out as a strategy for solving the most varied problems. The state presents a peculiar situation, in which about 72% of its total territory is covered by areas protected by law, but not implemented in practice. Issues such as the lack of infrastructure and the high costs for access and intra-regional displacement accentuate the perceived inequalities, since only a minority of the population is able to actually reach the few benefits generated. Based on this panorama, this study proposes a discussion on the impact of tourism on the human and social development of Amapá, from the perception of local actors involved in the phenomenon. It is a single case study with an exploratory bias and a qualitative approach. With regard to techniques, documentary research, bibliographic research and field study with semi-structured interview will be carried out. The final scope provides for the debate based on four dimensions: (a) Orientation dimension, which will analyze the treatment given to tourism in the scope of local public policies; (b) Political-administrative dimension, which will discuss the role of the State in the implementation of planning and in the construction/expansion of opportunities and training; (c) Measurement dimension, which will analyze the formal results of human and social development in the state; and (d) Perception dimension, which will address the vision of social actors on the impacts of tourism perceived in their lives.
