SUMMARY:

Brazil has historically concentrated its tourism development on the utilization of its natural resources, especially due to its tropical climate and its coastline spanning over 20,000 km. Given the richness and diversity of use of these finite resources, these spaces have faced numerous issues due to misuse, stemming from both tourist activities and the unsustainable practices of the resident population. Such problems include pollution from improper disposal of solid waste, water contamination from domestic waste, loss of local culture, irregular occupations, motor vehicle traffic on the beachfront, and real estate speculation.In this scenario, the Ministry of Tourism, in the year 2019, initiated a series of actions for the responsible development and management of coastal tourism within the national territory. To achieve this, it promoted direct actions for diagnosis and planning of coastal areas through the "Brasil, essa é a nossa praia" (Brazil, this is our beach) Project, in partnership with the "Projeto Orla" (Coastal Project), encompassing federal coastlines and producing guiding materials for both the public and private sectors, as well as tourists and communities. The aim was to raise awareness and encourage the adoption of responsible tourism practices. Amidst this context, the present study aims to comprehend how responsible tourism can contribute to the sustainable management of tourist-use coastlines in Brazil. In this sense, this investigation is conceived as a reality that is socially constructed through the relationship between subject and object, characterizing this study as exploratory, qualitatively-oriented, and grounded in the constructivist epistemological perspective, derived from the phenomenological paradigm. The empirical substance of this research is represented by a subset of data derived from multiple case studies, including Angra dos Reis (RJ), São Sebastião (SP), Barreirinhas (MA), Salvador (BA), Natal (RN), Cruz (CE), Cabo Frio (RJ), Vila Velha (ES), Paraty (RJ), and Imbé (RS). Data collection procedures will be divided into three specific stages: the first stage will involve documentary research, encompassing the search for information in official publications and on the websites of relevant entities; the second stage will consist of on-site investigation and immersion to comprehend the dynamics occurring through social relationships and interconnections, utilizing semi-structured interviews with key representatives from the Ministry of Tourism, Municipal Secretaries of Tourism from the cities under study, and members of the "Projeto Brasil, essa é a nossa praia" (BNP) (Project Brazil, This Is Our Beach). Lastly, the third stage will involve conducting focus groups with the facilitators of the "Projeto Orla". The data will be analyzed through discourse analysis and content analysis. It is anticipated that this research will provide empirical evidence of how coastal tourism management aligns with responsible tourism in practical terms, introducing new perspectives for the understanding of this concept and its viability, thereby offering a theoretical and practical framework for the promotion of public policies and greater clarification for the civilian community.
