SUMMARY:

The central issue of this research focuses on the MTur's budgetary programming. The delimitation of a budget can be considered a power struggle between interest groups, as it involves the allocation of public resources that directly affect different spheres and scopes of society and social groups. The determination of the public budget can also be influenced by the political and economic circumstances of the country, as well as the predilections of the government. In this sense, the general objective of the research is to analyze how the budget process affects the institutional capacity of the Ministry of Tourism to fulfill its attributions with regard to its role in the development of tourism in the country in the period from 2003 to 2022. theory for the interpretation of this thesis was the Theory of Punctuated Equilibrium. To meet the research objectives, it is a qualitative and quantitative approach. With regard to technical procedures, bibliographical and documentary research will be used. To complement and even ratify the theoretical discussion adopted in this work, an empirical investigation and respective analysis was carried out with servants who work in the Ministry of Tourism, analysis of MTur reports sent to the Federal Audit Court (TCU) and data from the budget of the said ministry in the Integrated Planning and Budget System (Siop). Data triangulation was also used, a research methodology that combines different data collection methods, different populations (or samples), different theoretical perspectives and different moments in time, to consolidate conclusions about the phenomenon being investigated. According to the analyses, it can be seen that not all of the MTur's attributions and competences are contemplated in the resource allocation, since infrastructure and promotion have been the main beneficiaries of the Union's budget resources. of political support may hinder the execution of the budget of the Ministry of Tourism. Several areas of the MTur remain short of employees, a situation aggravated by the restriction on holding new public tenders, there is a need for personnel in the units that are responsible for analyzing and rendering accounts for agreements and similar instruments, research in tourism, supervision of works, accounting activities, among other areas that develop final activities of the Ministry. From the above, it was possible to perceive that the budgetary execution of the Ministry of Tourism in the period from 2003 to 2022 suffered several internal and external influences, that there are flaws in the budgetary execution and that the Mtur needs to undergo a restructuring.
