SUMMARY:

The central objective of this research is to "analyze the conflicts arising from the extemporaneous linking of park-type conservation units located in urban areas to the National System of Conservation Units (SNUC), based on the case of the Natal/RN Dunes Park". In order to achieve the central objective, it is necessary to consider three specific objectives, namely: 1) To contextualize the creation of Conservation Units in Brazil, from before the enactment of the SNUC to the present day, making an association with the urban planning instruments available in both periods (before and after the SNUC); 2) To characterize the creation of the Natal Dunes Park in relation to the insertion of RN in the policy of developing tourism megaprojects for the Northeast Region; and, 3) To analyze the condition of Nature Conservation Unit of the Integral Protection type of the Natal Dunes State Park, in the light of the National System of Conservation Units. This is a qualitative study. Data collection will be based on secondary data, consisting of official documents that serve as a regulatory basis for the operation of the Dunes Park, since its conception (Management Plan, Operation Plan, Procedures Manual, among others identified along the way), minutes of meetings of the UC Management Council, Natal Master Plans, among other related documents, which will be analyzed using content analysis. In order to achieve the objectives, support will be sought from the literature on integral protection conservation units, urban parks, consolidated urban areas, public use areas and urban planning. The results are expected to contribute to an understanding of the conflicts resulting from the relationship between protected areas and urban areas, as well as to public policies to encourage natural parks located in urban areas, based on the case study of Parque das Dunas.
