SUMMARY:

Tourism activity is marked by boost undertakigs to destinations development, such as tourism infrastructure, intineraries formatting, preparation of marketing plans, technical and managerial training. All these acitions, especially when they come from public authorities, they need to start from structure projproje Project management, in turn, is a field discussed for decades in areas such as engineering, information technology and administration, but in the field of tourism, it is embryonic. In addition, meeting society's demands with greater transparency, efficiency and effectiveness of government resources, involves successful project management. In this context, this thesis integrates theories and promotes cross-fertilization on project management, public management and tourism project management. Thus, its main objective is to understand the success of tourism projects, based on the application of the precepts of the PMBOK guide, from the perspective of tourism managers in the Brazilian Northeast. And, as specific objectives: Investigate the strategic alignment of tourism projects under the Tourism Regionalization Program (TRP); know the most used project management methodologies in the tourism sector; analyze the application of the scope, schedule and costs (of the PMBOK) in the management of tourism projects; and ascertain the factors that impact the success (process and product) of tourism projects. Therefore, as methodological procedures, it is a descriptive-exploratory study with a quali-quantitative approach and that will use data triangulation as a research strategy. The research sample is made up of managers of tourism projects (governance and routing listed under the TRP) from states in the Brazilian Northeast, selected according to previously established criteria. Data collection will take place in two stages, the first being bibliographical and documental; and the second, a field research that will investigate, through semi-structured interviews, the managers selected in the sample. Data analysis will combine content and document analysis techniques, as well as descriptive statistics, with the support of specific software, such as NVivo and the Statistical Package for the Social Sciences (SPPS), respectively. Finally, it is expected to understand the strategic alignment in tourism projects, based on a conceptual framework of project management methodologies, as well as contribute to the theory of success in tourism projects within the public sector.
