SUMMARY:

Tourism presents itself as a social phenomenon that profoundly influences the process of urbanization of cities and can be considered a driver of development. Thus, the Master Plan can be used as a means of planning the relationship between tourism and the city so that it contributes to democratization and the right to the city. To better understand this dynamic, this research studies the relationship between urban development and tourism through the analysis of the power relations contained in the participatory process of revising the Master Plan of Natal - RN - Complementary Law No. 208 of March 7, 2022. Its main objective is to analyze the dynamics of urban development and tourism discourses that influenced the decision-making process in question. For this, methodological procedures are applied based on Foucauldian discursive analysis, employing bricolage, which includes bibliographical and documentary research, semi-structured interviews, and non-participant observation. As a result, discursive fragments were identified that formulate two narratives, namely: the 'Develop Natal'; speech and the 'Right to the City'; speech that compete in the political arena through the use of scientific, economic, citizen, and environmental rationales. The dynamics of competing discourses define the political action that outlines the future of the city. The main result is the predominance of the Develop Natal discourse, with neoliberal foundations, based on pragmatic strategies of mastery of the participatory process. However, the main values of this discourse are evidenced in the academy as producers of inequalities and worsening of the living conditions of cities, which may include confronting constitutional assumptions and being present in the legal framework that governs the development of cities in Brazil.
