RESUMO:

The demand for large energy sources became more evident and pressing since the 18th and 19th centuries, emerged by Industrial Revolution and large-scale production. Due to the negative environmental impacts caused by the use of fossil fuels, an energetic alternative comes from the force of the winds, this particular energy resources has been viable to be explored with social-environmental impacts in smaller scale, during the implantation and operation. The objective of this dissertation is to analyze the implementation of wind farms in the State of Rio Grande do Norte, considering the specific case of Queimadas of the city of João Câmara, its socio-environmental vulnerability and probable alternatives to minimize the negative impacts evidenced, based on the participatory model Of public policy management. Our purpose is to promote critical analyses in regarding to the political, economic and social aspects related to the use of this energy, as well as environmental aspects. As for the methodology, this academic work used the literature review, especially those related to the studies of Science, Technology and Society, reported by authors such as Winner and Latour who already demonstrated studies showing the impacts that technology causes modern society, besides the use of semi-structured interviews with the social actors that are directly related to the wind farm, that is, a case study. Finally, eyen considering all potential benefits of wind farms for the environment and society, some aspects remains unclear and must be elucidated, even it is considered an advantage over other energy sources, it can be concluded that in addition to the factors environmental, political, social and economic factors also guide the directions that "blow the wind" of wind energy within society, in addition, even with the interviews being finalized, which have already been carried out with the aforementioned community, it is also concluded that the simple fact that wind energy is considered clean and renewable and that, therefore, the parks installed technologies comply with scientific and technological policy standards considered a priori sustainable, this in itself is not a guarantee of the reduction of negative impacts and socio-environmental vulnerability that affect the social groups where this technology is installed, therefore, it does not guarantee sustainability of the surrounding areas.
