RESUMO:

Wind energy is one of the main characters of sustainability in the world, touted as an alternative to fossil fuels due to its clean and renewable aspects. However, the implementation of the plants of this source is causing conflicts in several parts of the world and particularly in the Rio Grande do Norte, due to the severe social impacts they produce, especially when ingrown in traditional communities areas. Although their physical impacts are relatively smaller than those of other energy sources, the character of reproduction of inequalities and environmental injustice reproduces this context, implying that the already marginalized population hold the greatest burden of modernity. Hence there are several issues reported in the literature, such as the occupation of large areas, privatization of beaches, excessive noise, amongst other conflicts of various kinds. The population of Morro dos Martins community, São Miguel do Gostoso, RN, Brazil, is an example of this erroneously named sustainable, a perverse dynamic which is encouraged by public policy of diversification of energy sources. By coexisting side by side with a wind farm located in an area previously used by the locals for various agricultural activities, the population complain of not being heard in the process and not having fulfilled the promises made by the company. Also they claim the noncompliance of the imposed environmental conditions such as the compensation for environmental licensing. The objective of this study is then to identify the perception of the residents of this community on the wind farm environmental licensing, trying to identify if it is coated with the necessary democratic mechanisms. A search was made using the participant observation mode in the locality, by conducting interviews with city residents and political actors, such as secretaries and councilman. Among the results, it was observed that the residents are dissatisfied with the venue, as they think they have not obtained any benefit or compensation for direct impacts, but only harm. Because it is considered a peasant population, it has also been found that the dynamic-earth-working family and environment is constantly affected by the influence of capital, especially when it comes to the disruption caused by the almost compulsory sale of land to the company. Furthermore, it was found that public hearings on licensing have no great attention from the public, and even when it pulls some interest to the community, participation is framed as merely advisory, having no deliberative power by the environmental agency. The prospect of work, then, was to consider the situation of participation in the licensing process as undemocratic and qualifying the wind power deployment process as an environmental injustice, which means it does not respect the nuances of directly affected communities.
