SUMMARY:

Taking as Concerning the question of political philosophy, it is undoubted that the formation of the Modern State provoked an intense transformation in the way of being of societies. Before the founding act proposed by modern contractualists, this depersonalized entity had its formation constituted from the evolution of several factors with the aim of organizing a model of society governed by norms with the common good as its purpose. It is in this perspective that our problem is inserted, in an applied study, about the balance between the rights of freedom (individual) in the face of the security duty (collective), in the context of the Coronavirus Pandemic. Our investigation addresses the following question: does freedom prevail over security in the context of the Coronavirus Pandemic, as applied since classical contractualism to any and all contexts of life in society? In this way, we aim as a proposal to carry out a study of applied philosophy from the balance between Freedom and Security considering the different dimensions of political life taking as a parameter the normative instruments of the government of Rio Grande do Norte, with regard to the Coronavirus - COVID-19. It is a reflection on this unique attribute of man, which encompasses the set of must-be systems that constitute a normative parameter of analysis that distinguishes itself as a regulation of human behavior considering the prevalence of security in the face of freedom. The scope of this project is to expose the philosophical thought of classical and contemporary liberal authors, contributing to the study of normative justification in political philosophy as a theoretical basis factor in order to bring theory closer to principles in order to inspire, organize and bring solutions. as a coordinated global response to the exceptional period that surrounds us. Our hypothesis is that the intertwining between freedom and security may be in the process of change, we observe that in the public health issue arising from the Coronavirus Pandemic there is a prevalence of security over freedom, a security state as political scientists say. Americans, a state in which for reasons of security – public health, any limits can be imposed on individual freedoms; and, as an exhaustion of the hypothesis, whether exceptionality would not be the “new normal” for the performance of the State. If our justification is clear and, due to the theoretical relevance (systematic research on a central dimension of freedom and security from the perspective of the coronavirus pandemic) and social (role of analysis in the management of public space) and originality (systematic and details of political theories from an applied and broader approach to a new social reality), what remained was the explanation and attention to the objectives and how to proceed. The research proposal intended to use the empirical method, resorts to bibliographic research with content analysis (Executive Decrees of the State of Rio Grande do Norte regarding COVID-19), following a methodological approach with the administration of evidence, taking into account in view of its application in the sense of a systematization of reality. In summary, we reaffirm our understanding that the period of the Global Pandemic context represents that the actions of governments could have been through actions aimed at inspiring, organizing and financing a coordinated global response in collective terms, but unfortunately we did not see anything of hopeful.
