RESUMO:

Coastal areas represent a zone of exchange of energy and matter, by natural and anthropic processes, between the continents and the oceans, and the estuaries are configured as dynamic environments in which various natural phenomena are perceived, being therefore a target for integrated planning between the coastal zone and the river basin. This research corresponds to an analysis of the Apodi-Mossoró estuary, located between the municipalities
of Grossos and Areia Branca in the state of Rio Grande do Norte, which has undergone profound and historical transformations related to industries and cities, many of which may be considered today as spaces under the risk of natural disaster to the flood, by meteorological phenomena, by coastal tidal process of syzygy or by the combination of phenomena. The objective of this work is to characterize and map these areas of the low estuary with potential
natural disaster risk to flood, eventually understanding legally protected environments as well as spaces with historical uses and occupations under such risk. For this, accurate mapping is carried out by adopting geotechnologies, such as remote sensing techniques, digital image processing, digital cartography, drones photogrammetry, geographic information system and global high-precision satellite navigation system. In this way, it was possible to obtain concrete answers on land use and occupation changes of almost half a century, identifying legally protected areas, many of which are confined, evolution of saline activity and expansion of cities, located in low and flat areas considered at risk which may be aggravated by the consequences of sea level rise. Therefore, the completion of the work will include the generation of a detailed digital elevation model that allows projecting future risks to flood disasters.
