RESUMO:

The São Francisco is considered a river of national integration and it covers five states of Brazil: Minas Gerais, Bahia, Pernambuco, Alagoas and Sergipe, reaching its basin also the state of Goiás and the Federal District (BRAZIL, 2017). The São Francisco River Integration Project (PISF) is considered to be the most relevant initiative of the federal government within the National Water Resources Policy, comprising a large-scale project that has been implemented in the national scenario from the year 2007 to the present day (2019). This integration project aims to solve one of the main problems faced by the Brazilian semi-arid region: drought. In this context, this research has the objective of analyzing the territorial restructuring of the Northeast from the Northern Axis of the Transposition of the São Francisco River, discussing planning, materialities and territorial impacts, addressing the consequent transformations of the use of the technique applied to the territory management. Thus, the states of Pernambuco, Paraíba, Ceará and Rio Grande do Norte will be analyzed from the transposition of the São Francisco River in relation to the strategies of the territorial planning of the Northeast region, based on three main axes: planning, materialities and environment. In this sense, the transposition of the São Francisco River, in the Northeast of Brazil, is a substantial parameter for the analysis of the territorial management in the country, since it involves some of the most important themes related to this reality: the restructuring of the materialities of the territory, the management of natural resources - especially water - and the different scales of territorial impact, which in this case can be studied from a regional scale of analysis. For the development of the study and discussion of the theme, a theoretical framework and the use of concepts are used to analyze the phenomenon of the Transposition of the São Francisco River in a geographical perspective. For the research in question, the concepts of Territory, Landscape and Region will have greater relevance to understanding the problem. The theoretical proposal developed by the Brazilian geographer Milton Santos on a theory of geographical space serves as the basis for the theoretical foundation of this dissertation research. Other theoretical assumptions that are basic for this research are guided by the foundations of Regional Geography. For this study, the regional question is highlighted by the representativity of the phenomenon for most of the states of the Northeast region, which for decades has been suffering from water availability issues for human supply and other activities.
