RESUMO:

Wind energy proclaimed as a promising future when referred to the Brazilian energy matrix, characterized as renewable, clean and, therefore, with greater environmental sustainability if compared to other non-renewable sources, or even other renewable ones such as hydroelectric. Even with the promulgated sustainable vision, its installation and maintenance aspects demonstrate anthropic activity that causes negative environmental impacts like any other activity and promote social and environmental conflicts principally in coastal areas. Environmental licensingisanadministrative procedure regulatingtheseoccupations, andisbasedonenvironmentalstudiesthat combine scientificresearchwithevaluationandpredictiontechniques, whoseobjectiveistopresentthesocio-environmentalviabilityofanenterprise. Environmental licensingofthewindindustryhasbeenbuilding over theyears, as largewindfarmssettle in thesectorswiththehighestenergypotential, such as coastalareas. The Federal Legislation prior to 2014 consideredtheimplementationofwindfarms as lowenvironmentalimpactactivities, requiringSimplified Environmental Reports (RAS), regardlessofthegeo-environmentallocationoftheproject. Thistypeofstudyguidedthestateenvironmentalagency in theissuanceoflicenses for windfarmsinstalled in thesemi-arid tropical littoralof Rio Grande do Norte, in coastalenvironmentswith high sediment dynamics and natural andenvironmentalvulnerabilities. In thiscontext, thisresearchaimstoevaluatetheevolutionofthelandscapethrough a multitemporalanalysiswithemphasisonwindfarmsandtheirprocessofobtaininganenvironmentallicenseonthecoastofthemunicipalitiesof Guamaré, Macaoand Porto do Mangue / RN. The partialresults show thatenvironmentalstudiessometimes do notclearlycontemplatethe real environmentalimpactscausedbytheimplementationofprojects in areaswithfragileecosystems. Even with the updating of the legislation in 2014, requiring more complex studies, such as EIA/RIMA. It is recommended to improve the quality of these, adoption of methodological standards, community involvement, standardization of attributes and consideration of new attributes by the environmental agency. These results will contribute, in this research, to establish methodological and guiding guidelines to the process of environmental licensing, important for the decision making of the implantation of the nextwindfarmenterprises.
