RESUMO:

The absence of an effective metropolitan policy and the lack of clear criteria for the delimitation of metropolitan regions in Brazil implies in instituted units that is not always relevant to the concept of metropolis and / or region.Based on this reality, thiscurrent research aims to analyze the metropolitan region as a territorial planning strategy, discussing potentialities and fragilities of the new forms of regionalization. Therefore, it is linked to a quantitative-qualitative approach, in which, the units are analyzed according to the indicators system of Cartography, Governance, Services and Territory Management. Thisdocument presents the first results of this work, structured in two chapters, besides the introduction. The first chapter places the reader on the theoretical and methodological parameter that supports the research, taking as a guideline the "New Geography" Theory by Santos, Milton (2009).In the attempt to articulate thought and action in the quest for answers to the research objectives that we want to undertake, this research adopts,as methodological assumptions, the foundations of the Regional Geography of Monbeig (1957). Furthermore, the region is workedon the perspective of the Metropolitan Region, highlighted as strategy for the territorial planning.Based on demographic, socioeconomic, governmental and territory use networks data, the second chapter presents the characterization of the twelve territorial units established in the state of Paraíba, as well as the first indicators of Cartography.It's pointed out as a result that the metropolitan dynamics and of regional development, expressed as a "geographical complex", articulate the interests of different actors, social groups and scales.In addition, there is the heterogeneity of the perimeters established by the State, its institutional and political limits.
