RESUMO:

The expansion of typically capitalist agriculture in the Brazilian countryside was summarily marked by the actions engendered by the State, with the central axes of credit policies, stimulating the adoption of technological packages, delimiting and consolidating areas specialized in the production of commodities, aiming at the Insertion of Brazil in the international division of agricultural labor. Among the policies anchored in these guidelines, it is worth mentioning the installation of public irrigated perimeters, which became one of the main mechanisms for the Northeast to enter the hall of modern agricultural activities, especially from the production of irrigated fruits. Based on these assumptions, the objective of this thesis is to understand how, in the current historical period, the materialities resulting from the operationalization of the public policies of "drought control" and "coexistence with the semi-arid" have been constituted in a control mechanism, As well as in a (re) defining element in the agricultural uses of the Potiguar territory. From the theoretical point of view the reflections undertaken here are in line with the conceptual system proposed by Milton Santos, especially with the concepts of technique, norm and space, these imbricated the notion of territory used. As for the methodology used for the construction of this work, it is worth mentioning the effort to sketch matrices of events and norms associated with the reality that is intended to be analyzed, despite the elaboration of cartographic products through which the location of the systems is presented Of water engineering and the use of irrigation techniques is spatialized. The reflections undertaken up to the present moment show that the use of irrigation systems is punctual and selective and that irrigated agriculture is a densely regulated activity. In addition, the creation of the public irrigation perimeters was able to produce fractions of the territory differentiated between them, especially in what refers to the structures, forms and processes present in each of these areas.
