SUMMARY:

Access to public information is a right for each and every citizen. Active transparency
is one of the ways to guarantee this right. This transparency can be understood as
the provision of public information proactively, regardless of request. One of the ways
to promote this transparency is through the Open Data Policy, which encourages the
availability of public data in an open format and for free use. It is clear that
accounting and budgetary-financial information deserves prominence within public
administration due to its relevance to society. It is also noteworthy that information
management, environmental, cultural and behavioral factors in relation to information
have great importance in full active transparency. In this aspect, this research is
inserted within the scope of informational culture related to the practice of full active
transparency, through the Open Data Policy, of accounting and budgetary-financial
information produced by the Dean of Administration (PROAD) of UFRN. In this
context, this research aims to answer the following question: How can the
informational culture of PROAD/UFRN contribute to consolidating the full culture of
active transparency of accounting information and budgetary-financial information
through the open data policy at that institution? In order to answer this question, this
research will have the general objective of evaluating the relationship between the
elements of informational culture identified in PROAD/UFRN and their contribution to
promoting active transparency of accounting and budgetary-financial information by
through the open data policy. And to achieve the aforementioned general objective,
this research will have the following specific objectives: a) Analyze the active
transparency of accounting information and budgetary-financial information carried
out on the PROAD and UFRN websites and on the UFRN open data portal; b)
Evaluate the potential of PROAD's informational practice to strengthen UFRN open
data plan, focusing on accounting and budgetary information; c) Check the presence
of indicators of an information culture focused on active transparency of accounting
information and budgetary-financial information, especially regarding the open data
policy; d) Propose subsidies for improving and strengthening the information culture
regarding full active transparency of accounting information and budgetary-financial
information through the open data policy. This research is qualitative, exploratory and
inductive in nature. The case study will be used as a method of procedure. The data
collection techniques applied in the research will be bibliographical research,
documentary research and interviews.
