SUMMARY:

Increasingly, citizens have actively participated in public management, this protagonist role has been greatly strengthened with the opening of government data that encourages social control and promotes democratic accountability by enabling an evaluation of the public administration's actions and their respective consonance with the achievement of social objectives that are crucial for the effective exercise of citizenship. Under this perspective that combines the dissemination of information to the consolidation of democracy, this dissertation aims to expand the sets of open data from the Open Data Portal of UFRN from the requests made in passive transparency through the Platform Fala.Br. The research is based on theoretical, conceptual aspects and critical and correlational approaches about public transparency and open data. This is a descriptive exploratory study that used as a technical procedure the indirect documentation embodied in the analysis of citizen requests extracted from the SIPAC system for the years 2019, 2020 and 2021. The data necessary to achieve the proposed goal were the substratum of a qualitative manual analysis endowed with criticality that sought to present the topics most required by citizens that could be made available in open format. Considering the pre-analysis for the year 2021, the research resulted in the possibility of a significant expansion of the data made available at UFRN's PDA, which included the creation of a new group, ten new sets, as well as the improvement of four existing open data sets through the insertion of new information. We foresee that this research will lead to an increase in the promotion of transparency at UFRN by improving citizens' access to information and, consequently, social participation, as well as by providing a referential base that may be the basis for the creation of the next PDA. It is also important to emphasize that this analysis based on meeting the informational needs of citizens adds value to the data made available, in total compliance with article 8 of the LAI, which states that it is mandatory to promote information held by public bodies that is of collective interest. Finally, it is asserted that the solidification of public transparency is materialized from the effective monitoring and evaluation by society, making it essential, therefore, that the determination and identification of informational needs are made, due to its dynamic nature, periodically, systematically and from various parameters. From this perspective, it is expected that this study, which serves as a beacon for the improvement of the disclosure of open government data, will serve to corroborate the importance of GAD as an instrument of realization of fundamental rights which predicate human dignity, freedom and equality and which are the mainstay of the democratic rule of law.
