Marijuana and cannabis are sometimes seen as the same thing, sometimes as completely different things. The debate on uses has fluctuated along the axes of discussion in the areas of security and public health, since they can be read as "drugs" or "medicines", depending on who and where they are talking about. This research analyzed federal bills from the Federal Senate proposed since 2014 that focus on the therapeutic use of cannabis or any of its derivatives. The fieldwork, in which we aimed to build an ethnography of documents and events, was based on the projects themselves, the documents and artifacts produced during the process, as well as the public hearings held by this institution. The material was analyzed and systematized in the Atlas.ti qualitative analysis program, which made it possible to compare speeches made during the hearings with what was produced in the papers. At the public hearings, which are events designed to educate senators on the construction of laws, we had presentations from doctors, researchers and relatives of patients, who are called on to speak as experts on the subject. Despite this, the participations have different weights, as well as emphasis, at different times, that what is being debated is therapeutic use, which is different from social/recreational use. There is also a social and political use of science and scientific products with the aim of bringing reliability to what is said. The formulations of the bills that focus on marijuana and therapeutic use are permeated by different moralities, as well as tensions and disputes over who can and should legislate and delimit the processes of regulating substances in Brazil. More than that, the discussion, which has been going on for years, continues to show how the time of institutions is different from the lives of patients, who need their actions to be regulated as soon as possible.
