RESUMO:

The present qualification consists of the previous result of an ethnographic research carried out in the Civil Police of the State of Rio Grande do Norte. Through a central question "What is being a (Civil) Police?", The study proposes to reflect about the identity of the Civil Police of the RN from the perspective of the Civil Police itself. Around this question-axis, other issues will be proposed in order to try to understand what it is like to be a civilian police officer in the RN. The first proposes to discover how this social group forms its identity. Next, the idea is to demonstrate how the police investigation is capable of influencing the daily routine of the investigative activity, whose criminal (and administrative) process tool is seen as the greatest gauge of the work of these professionals, and still seen by many as the continuity of the iniquitous period, due to the absence of fundamental constitutional rights during this stage known as pre-criminal proceedings. In this sense, I intend to demonstrate how criminal laws do not seem to be very effective in fighting crime, since they have allowed many of the subjects investigated and arrested by the Civil Police to specialize in crimes of various kinds in prisons and / or return to the streets, when they do not die, to commit new crimes. Also, in trying to understand how the identity of the civilian police is built and maintained through the daily routine of their work, I also intend to find out if this is a solid corporation or if it has been facing some identity crisis after some legal reforms and achievements. over the years. The search for answers to these questions will be through ethnographic research where I, as a "native" among civilian police, will try to denature the field in order to perceive what has not been evident to my senses. Being "native" in my field of research, in addition to providing an unpublished work, also gives me the possibility to perform, in certain moments, a rescue of memory of the experiences lived in this institution, promoting a self-reflexive writing, following a trend of contemporary ethnography (Versiani, 2007), in addition to being able to understand and properly describe local speech, as well as the formal speeches and rites of this juridical and bureaucratic environment. When giving the voice to the guys to say, "what is it to be a (Civil) Police?" I believe that I am putting away the view of being common and stigmatized by the police, whose space has always been relegated. In this way, I try to bring to the forefront the perception that the police have of themselves, the vision they have of their activity, the way they see the corporation, its means, its ways and its purposes, and finally, to question whether, for themselves, Civil Police is a social group that is in crisis identity, taking as reference the work of the author Jaqueline Muniz (2001). In addition, choosing a corporation that acts in the public security of the RN can provide greater relevance to the study, since it is a region that has presented in recent years an accelerated increase in urban violence, surpassing Brazilian states where traditionally they stood out in the criminality, as they point data from the local Public Security Secretariat. Finally, another factor that can be pointed out as expressive in this work is the fact that there are not many studies, especially in the area of Anthropology, focused on the Civil Police, mainly the PC of Rio Grande do Norte. Therefore, with this ethnomethodological study, I also intend to stimulate more academic interest in this corporation, and to broaden the debate around public security by revealing some ways of functioning of the RN Civil Police, at the same time as evidencing the processes of incrimination in Brazil and its broader social aspects.
