SUMMARY:

Covid-19, the disease caused by the novel coronavirus Sars-CoV-2, emerged in China in 2019 and quickly prompted health authorities to determine restrictive measures to contain the spread of the virus worldwide. The impact of the disease extends beyond epidemiological health issues, causing serious implications in economic, educational, environmental, and security spheres. In Brazil, regional disparities exacerbate the health crisis further, given the social and economic heterogeneity marked by differences in infrastructure and financial resources among states. Therefore, the objective of this work is to evaluate and compare the performance of the 27 Brazilian states in tackling the Covid-19 pandemic between 2021 and 2023, using a dynamic Data Envelopment Analysis (DEA) model. Through this analysis, a simulation with ten scenarios was developed to examine different perspectives for the best modeling to represent this context. DEA is a non-parametric model for comparing similar units using a set of inputs and outputs within a temporal framework. Thus, it is expected that the proposed model will be able to observe the inefficiencies and benchmarking of the evaluated states, through the comparison of efficiency rankings and analysis of employed variables, assisting in decision-making and prioritization of actions to tackle the pandemic based on consistent and assertive criteria.
