According to data from the World Bank, Brazil is the country with the highest concentration of road transport of cargo and passengers among the main world economies. Accidents involving Transport of Dangerous Goods by Road (TDGR) have serious impacts on the environment, neighboring populations and also the road infrastructure due to the chemical properties present in the transported materials, such as flammability, toxicity and corrosivity. Dangerous goods are listed in Resolution No. 420/2004 of the National Land Transport Agency (NLTA) and represents a risk to people's health, public safety or the environment. In addition to the dangerous nature of transported product, Brazilian highways poor quality (potholes, poor state of conservation, low potential for rainwater drainage, etc.), deficient signaling system, pedestrian circulation and animals, weather conditions and precarious vehicles safety, constitute additional danger factors for accidents occurrence. In view of harmful environmental, social, property and vehicle occupants' consequences that a possible road accident, involving the transport of dangerous goods may cause it is necessary maintain a system to protect this type of occurrence from the agencies and authorities responsible for traffic, for environmental management and victims rescue. Possible problems that occurs in the response action to this kind of road accident is refers to a fragile coordination of actions between the entities involved, as each organization ends up assuming its own conduct, with precarious or no synergy among them. Besides, these entities have never or rarely carried out simulated exercises to improve interorganizational actions coordination. Efficient responses to accidents depends on an adequate contingency plan and its coordinated execution among the teams and institutions involved, to alleviate victims suffering, contain spread impact to the population, environment, property and reduce material damage arising. In this sense, it is essential develop studies on disaster risk management,  regarding execution of response action plans to contain damage caused by accidents or disasters. This research has as general objective execute a study of emergency response action plan for accidents or disasters involving transport of dangerous goods by road at Rio Grande do Norte (RN) state, as well as to analyze damage containment solutions for accidents or disasters with this nature, studying the way through which response to this type of occurrence is coordinated by the Federal Highway Police (FHP) with other government entities. As specific objectives, the study will examine the history of road accidents involving road transport of dangerous goods at the RN state, making a survey of which types of dangerous products are more frequently transported. The damage caused by this accidents types will be analyzed, jointly protection and containment measures adopted in previous cases, evaluating whether legislation and recommended safety measures are being conducted properly and effectively. Finally, this work is going to propose measures to improve execution and coordination response action plan for dealing with accidents involving the TDGR, suggesting plan improvements and refinement in execution and coordination of FHP and interorganizational teams. The research accomplished out is of the quantitative and qualitative, ethnographic and situated type, inserted in Ergonomics, in the modalities of production and correction. For methodology, investigation will be developed through documentary research with open data available by FHP site, relating to road accidents involving TDGR, which occurred in urban stretches from BR's 101, 304 and 406 at RN state during the period from 2007 to 2020. Also, a field study will be carried out, using observational and interactional techniques (conversational actions with agents who work in contingency plan execution) seeking identify variability and contrants existing under action plans execution to respond accidents with TDGR, regarding coordination of actions and their effectiveness. This research will contribute theoretically and methodologically to Ergonomics and Disaster Risk Management areas involving transport of dangerous goods by road. From a practical and social point of view, will contribute to interorganizational coordination improvement in order to minimize material, environmental and human damage resulting from them.
