SUMMARY:

The exceeding demand profile in view of the available service capacity is a reality of public health services. Added to this fact, the budgetary restrictions imply in limiting the supply of health care services, which may result in the care support to some patients to the detriment of the care to others. In the context of Intensive Care Units (ICU) in Brazil the scenario is inequality: among the 45,848 ICU beds distributed among 532 of the 5,570 Brazilian municipalities, only 49% of these are available to the Unified Health System, while the quantity corresponding to the portion of 51% is reserved for the benefit of only 23% of the population. From this perspective, resource management is configured as a work process fundamental to the reality of intensive care medicine. In this scenario, the multi-criteria analysis of decision support exists as a tool with potential application to the decision-making process of resource allocation due to the robustness and capacity of methods of this nature to consider not only the relevant criteria of managers, but also the restrictions inherent to the actual system. MCDA can support the decision maker in problems where there are conflicting criteria. This research aims at developing a multi-criteria model to support the decision to allocate ICU beds in the state of Rio Grande do Norte in order to give the regulatory process of the State Regulation Complex (CER/RN) a transparent, rational and equanimous character. It is suggested the application of the analytical approach of the decision process under the multi-criteria approach in order to identify the main constituent elements of it, such as the objectives, criteria, alternatives and decision actors. With this it is expected that the model to be developed will be able to support the regulation of ICU beds conducted by the CER/RN both by providing the scientific content in front of the regulatory flow and by the possibility of making robust recommendations about the prioritization of patients and thus provide the regulatory professionals with persuasive arguments in defense of the decision taken.
