SUMMARY:

There is significant growth in the worldwide concern in providing quality health services to the population. As a reflection of this, the World Health Organization has set a goal to provide universal access to 1 billion people by 2023. In addition, at a 2015 United Nations meeting in New York, an agreement was signed establishing universal access to health as one of the goals for achieving sustainable development. In order to achieve these objectives and goals there is a need to make investments, so that, often, the needy populations do not have the financial contribution to make these investments in their entirety. This fact makes systems for providing efficient health care services indispensable, eliminating all unnecessary costs. Among these investments is the acquisition of medical equipment that helps in the treatment and diagnosis of pathologies. In Brazil, the Ministry of Health invested in 2018 around R $ 584 million in the acquisition of permanent medical equipment and materials. In this sense, the present study aims to propose and develop a model to support the multicriteria decision applied to the process of contracting suppliers of hospital medical equipment in the scenario of public organizations. The development of this research followed 5 steps: preliminary step, structuring the problem, modeling preferences and aggregating performance, investigating and developing the recommendation and validating the study. The model achieved contributes to ensure the technological availability necessary for the development of the activities of the hospital organization, object of study of this research. In addition to that, the model also provides a structured, formal and transparent process that allows the understanding and expression of the preferences of decision-makers, helping decision-making efficiently in the use of resources for the future acquisition of goods and services.
