Communication performance measurement in health programs / projects: Application of the open innovation approach.

The changes that occur in organizations and in society originates new management models to develop. If in the past, innovation activities followed the approach of closed innovation, in this century due to the increase in the availability of information to society, open innovation appears as a more agile response to changes. Organizations that carry out health promotion projects and programs also feel the need for quick responses to their actions, especially when epidemics occur, as currently, the Corona Virus. Public health projects, mostly, have the main characteristic of carrying out interventions through communication aimed at a target audience. However, to define the efficiency and effectiveness of a project that aims to promote collective health, it is necessary to measure its performance. The aim of this study is to propose a procedure for measuring the performance of interinstitutional communication activities in health promotion programs and projects based on the Open Innovation approach. The research method is characterized by the applied nature, an inductive approach and using the case study research technique of the “Sífilis Não” project. The research procedure will include four steps: 1) literature review on the themes: Open innovation, Communication, performance measurement and health programs; 2) Mapping the Communication process; 3) Case study of the “Sífilis Não” project; 4) Modeling the performance measurement process along with performance indicators. As a result, it is expected to obtain a procedure for measuring the performance of interinstitutional communication activities in health promotion programs and projects.
