PERFORMANCE MEASUREMENT IN INTERNATIONAL TECHNICAL COOPERATION AGREEMENTS: STUDY OF CASE OF THE “SÍFILIS NÃO!” PROJECT

International Technical Cooperation (ITC) is a relevant strategy for the humanity development and progress, as it helps to share knowledge and technologies to make positive impacts on the socioeconomic development of the countries involved. Although it is clear that there is a lack of indicators between institutions and international organizations, it is important to analyze whether efforts and resources allocated to these actions effectively contributing to social and economic progress of the involved parties. Thus, this study aims to propose a performance measurement system for international technical cooperation agreements. It is an applied research, which used inductive-deductive argumentation and qualitative approach. International Technical Cooperation, indicators and performance measurement systems were analyzed in order to achieve a broader understanding of the theme and the research object. Books, scientific articles, theses, dissertations, official government documents and technical reports available in electronic media have been used in the research. "Sífilis Não!" Project will be conducted. The research goal is to contribute to the theoretical strengthening in the academic and institutional context, it also contributes to the implementation of the performance measurement system as a basis in improvement of the International Technical Cooperation Agreements under the "Sífilis Não!" Project, as well as future projects.
