RESUMO:

This research has the purpose of proposing a methodology to evaluate the efficiency of the Sounding Rocket Launching Operation (SRLO) through Network Data Envelopment Analysis (NDEA) and game theory, for rockets of the suborbital type, launched from a Launcher with inclined ramp, having as an adjustment parameter the ballistic wind for launch region, in order to allow SRLO managers to make their decisions based on benchmarking, since there is a lack of efficiency analyzes on rockets and SRLO. Investments in the Brazilian aerospace sector become more contingent due to the economic scenario the country has been presenting in recent decades. This requires the Brazilian aerospace industry to optimize its financial resources, thereby earning it the best use of these resources, and consequently, an increase in efficiency of the internal processes of its executing agencies, become indispensable to achieve economic and financial results sought by the country. In this context, the measurement and improvement of the SRLO efficiency of the Brazilian Launching Fields enabled, in addition to providing better quality services to the customers of the Centers, a better allocation of resources and increased productivity, in an increasingly competitive and superspecialized sector. The research on SRLO will have a time cut from 2009 to 2018 in the launches of the space vehicles of the Brazilian training rockets project in the first of Brazil's Rocket Launch Field in Natal-RN, as a result of the partnership in the space segment between Brazil and States United States (USA) in the 1960s in order to respond as a mathematical technique can aid in the decision-making of suborbital field launch managers.
