RESUMO:

The use of renewable sources for power generation has gained greater importance over the past decade, justified by their environment-friendly characteristics when compared to fossil and nuclear sources. Wind energy stands out for its rapid technological development, as well as the increase in installed capacity in onshore as well as offshore areas. The offshore wind energy value chain, in particular the design and construction stages of the offshore wind enterprise largely determines the price of electricity. Based on this assumption, it is necessary to implement new installation and planning techniques as a way to increase their competitiveness. One strategy that can significantly increase value chain performance is leagile. Leagile strategy is defined as the combination of lean and agile paradigms, with the aim of eliminating waste while increasing the quality and flexibility of an organization. The objective of the dissertation is to propose a framework with application of lean and agile principles in the design and construction stages of the value chain of offshore wind plants aiming at increasing competitiveness of this energy source. The research can be characterized as descriptive, applied in nature, inductive with qualitative approach. The procedure covers three steps: theoretical foundation, field research, and framework analysis and modeling. The first step contemplates the theoretical foundation through a systematic bibliographic review of leagile and a traditional bibliographic review of the value chain, offshore wind energy and offshore wind life cycle themes with an emphasis on the design and construction stages. After conceptualizing the themes, the development of the conceptual model began, based on the information obtained from the theoretical foundation. The second step will consider field research. For this stage, a questionnaire will be prepared to be applied with value chain specialists of offshore wind plants, which are in the development and operation phases. The third stage will include the analysis of the results of the questionnaires applied from the previous stage. In this step, the framework modeling will be done, considering the information suggested by the field research specialists. From this information will be developed the modeling of the final proposal for the conceptual model. As a result of the dissertation, a framework will be obtained with lean and agile principles applied in the value chain of the design and construction stages aiming at a greater competitiveness of offshore wind projects
