RESUMO:

The contingency plan for risks coping and disasters response is a document in accordance with the Law 12,608 / 2012, which establishes the National Policy on Protection and Civil Defense - PNPDEC. According with the law all cities with areas susceptible to high-impact landslides, sudden floods or geological or hydrological processes must annually prepare and update their contingency plans in line with changes in the region, encompassing the attributions and functions of all the institutions, bodies and persons involved. The technical and scientific literature analyzed in this study points the planning as a primary management tool for the preparation of the contingency plan and, consequently, for the reduction of disaster risks. International guidelines and national legislation on disaster risk management highlight the importance of the participatory nature of planning for the success and effectiveness of the plan. It is therefore recommended that governmental, non-governmental and private organizations, disaster-vulnerable communities and volunteers be involved in the planning and implementation of the plan. The main objective of this work is to analyze the ongoing contingency planning process in the city of Natal-RN, seeking to identify compliance with international guidelines, national legislation and participatory planning criteria, and to identify and analyze the difficulties faced and strategies undertaken by the municipal civil protection and defense body responsible for the preparation and coordination of the Contingency Plan implementation, to ensure the participation, engagement and commitment of relevant organizations and the population in this process, with a view to the elaboration, testing (through the simulated exercise), the validation and implementation of the Contingency Plan in the city of Natal. It is a qualitative research proposal, with an exploratory-explanatory approach, with case and field study. For the execution of this project will be adopted the research-action method expressed by the Ergonomic Analysis of Work, which consists of global and focused analyzes and the application of observational and interactive techniques in the field data collection. As a methodological strategy: a) contingency planning meetings, coordinated by the municipal protection and civil defense agency, will be observed and filmed to record and describe the process of drawing up the plan, and identify, classify and analyze the regulatory strategies adopted by the planning team for its elaboration and implementation; for this purpose, the statements made by the representatives of the organs at those meetings shall be recorded; the simulated exercise to be carried out in a neighborhood vulnerable to disaster will be filmed and analyzed, which consists in the application of a postulated disaster scenario for the testing and validation of the Contingency Plan; a questionnaire will be applied to raise both the material and human resources available to municipal, state and federal agencies and NGOs to compose the Contingency Plan and be triggered when it is carried out, as well as the actions that each body can perform, and the training and experience of human resources related to the disaster risk management cycle. Qualitative data will be organized into matrices of inclusion of data and comments, for further treatment and analysis. At the end of this project, it is expected to present an ergonomic diagnosis of contingency planning and improvement guidelines for this process, aiming at the design and implementation of a contingency plan capable of contributing to the improvement of the response capacity of those involved in the context of risks and disasters and, consequently, to improve urban and community resilience in dealing with risks and disasters. Finally, I hope to contribute to the development of the theoretical and methodological field of Ergonomics, in terms of planning for risk and disaster management, especially in relation to contingency planning to address risks and disasters.
