RESUMO:

The diversity of the national industry and the availability of natural resources provide excellent opportunities for the sustainable development in Brazil, combining economic growth, social inclusion and environmental conservation. In this context, electricity plays a key role in this development. The government's strategy to meet the increase in energy demand is the transition from the predominantly fossil matrix to a more balanced energy matrix, with a predominance of clean and renewable sources. Due to the downward trend in onshore wind potential, offshore wind energy has emerged as a trend towards prospecting new offshore territories and has already been widely explored in several countries around the world. Offshore wind farms make it possible to use turbines with higher power than onshore, use of untapped sea area, and other advantages. The objective of the research is to propose a Term of Reference that considers the identification of impacts, evaluation criteria and mitigation measures, and potential of the environmental impacts generated in the implementation of offshore wind farms in Brazil. The research carries a review of literature that discusses the themes: classifications and types of impacts, impact on offshore wind energy, impact assessment in the countries, and the Terms of Reference of onshore wind. As for the methodology, it is a theoretical, empirical, qualitative and descriptive research. As a result, we intend to propose a Term of Reference for the evaluation of environmental impacts in the implementation of offshore wind power farms.
