RESUMO:

The contractualisation process is the formalization of the relationship between the public health manager and public or private hospital units. In the reality of the State Department of Public Health of Rio Grande do Norte - SESAP / RN, these relationships expose inconsistency and lack of control of the information regarding the agreement of the health services, directly affecting the achievement of the goals required by the Ministry of Health and the transfer resources. This study is qualitative and quantitative, its main objective is the development of the Monitoring, Control and Evaluation Program in the contratualisation Processes - PMCONT, as a process to create strategic unit in the Secretariat of Public Health - SESAP / RN. . It has the purpose of formalizing and reorganizing the flows of these relationships among five public health units of SESAP that are only contracted with the Municipal Health Department of the city of Natal - SMS / Natal. As expected results, PMCONT will modify the methodology of the contractualisation process, making it more efficient. Contracts whose service grid is consistent with each Health Unit; Categorization of the Indicators according to the profile of the network of each Health Unit; Compliance with the operational assistance plan (AOP); Systematization among stakeholders in the evaluation phase of goals achieved.
