RESUMO:

Physical assets at a federal public university, as well as in industry, play an essential role in fulfilling the end-activities of these institutions. In Brazil, between 2003 and 2014, by the Phase I Expansion Program (2003 to 2007), REUNI (2008 to 2012) and Phase III Expansion Program (2012 to 2014), the Federal Government made large investments in infrastructure in public higher education by the construction of new campuses and expansion of existing campuses throughout the country. Nevertheless, from the middle of 2014 until the current moment, Brazil faces a serious economic crisis that, consequently, resulted in the approval the Constitutional Amendment Nº 95/2016, which limits public spending for up to twenty years. As a consequence of these two consecutive and contrasting scenarios, the country has today a large inventory of new and old physical assets (building facilities, equipment etc.) in federal public universities, but with constrained resources to perform periodic and adequate maintenance services, which are needed to accomplish their required functions in a satisfactory manner. In addition, there are still cases in which the maintenance function is not recognized as a relevance strategic function for the organization, especially in the scope of the public service. Inserted in this broad context which tends to the scrapping of physical assets in federal universities over the years, the objective of this study is to propose a method to diagnose the level of maturity of the physical assets maintenance management in a federal public university and, from this, to present a scenario that can support decision-making about the maintenance management process. To achieve this objective, a single case study with triangulation of multiple data sources, applied at the Federal University of Rio Grande do Norte, will be carried out. Among others, as a result of this work, it is expected to identify the strengths and weaknesses of the processes involved in the physical assets maintenance management in the university, contributing to the definition and prioritization of improvement efforts aligned with the institution's long-term objectives
