RESUMO:

Research related to disasters and solid waste refers, for the most part, to debries resulted from disasters and their removal after the occurrence of the extreme event. There is, however, a gap of scientific publications relating waste management, discarded by the population in public spaces, and risk and disaster management since pre-disaster. The increase in consumerism since the second half of the twentieth century has brought about a greater production of solid waste and, therefore, the concern with its proper destination, since when disposed irregularly, this waste can cause several disorders, among which, bad smell, presence of disease vectors, contamination of the soil and water, overloading of slopes and, also, it compromises and obstruction of storm drainage and sewage systems in cities. The improper disposal of garbage by citizens or legal entities (public and private companies) and the precariousness of garbage collection by the public authorities constitute a risk factor for disaster and also an aggravating factor of material losses and human damage resulting from disasters. Increasingly, extreme events (floods, mudslides, flash floods, etc.) in urban centers causing disruption, material loss and human damage are due to the fragility of urban governance in solving the problem of the occupation in risk areas and their vulnerability to disasters. In practice, brazilian national laws about solid waste and protection and civil defense, although having points of convergence, were designed separately, and this dissociation is reflected in practice, since the application of these policies by the responsible bodies occurs separately, bringing damages to the population. The overall objective of this project is to propose guidelines for the implementation of an integrated solid waste management and civil protection and defense management model. It will be considered as study case the district of Mãe Luíza, Natal/RN, where will be characterized the way of discarding the garbage by the population and known its associated motivation. Also, the sites for waste disposal will be mapped by the population and the garbage accumulation points, after displacement of the original disposal site, and the reasons for the displacement will be analyzed. It will also be analyzed the process of garbage collection by the official municipal system and identified the associated constraints. Retrospectively, the reports of residents and agents and managers of civil protection and defense and urban cleaning will be analyzed, aiming to understand the relationship between the garbage management adopted in the neighborhood of Mãe Luíza, during the time of the disaster in June 2014, and the disaster itself. Finally, it will be analyzed how the integration between municipal systems of disaster risk management and solid waste management has taken place. The objective is to analyze the potential of disaster risk and the worsening of the damages from disasters associated with the behavior of waste disposal by the population, the official model of garbage collection and the form of integration between the municipal protection and civil defense and urban cleaning. In order to do so, there will be systematic walk-through observations in the public spaces of the Mãe Luíza neighborhood to identify and map waste dumping sites, interviewed residents affected by the June / 2014 disaster, as well as agents and managers of protection and civil defense and urban cleanup, and videotaped community meetings and post-disaster public hearings. The purpose of this project is to present guidelines for integrated municipal solid waste management and civil protection and defense, based on the participation of the population and the practices analyzed by this research, aiming the development of a culture of disaster prevention in the system of collection of residues and of the culture of environmental preservation in the system of protection and civil defense. The goal is to improve urban governance and resilience in order to reduce waste dumping and inadequate management, and to minimize the risks of disasters caused by waste dumping by the population.
