RESUMO:

This work aims to increase the operational efficiency of public bicycle sharing systems through quantitative methods. In search of a smart and sustainable development strategy, several cities worldwide have adopted this type of mobility system. After implementing the system, one of the main problems encountered is the inventory unbalancing. The problem is notorious upon user's arrival at a chosen station. If a bicycle is not available, or the station is in its maximum capacity at the time of the return, the user has two options: (1) to wait for a bicycle or a dock, or (2) to move to the nearest dock station. In this process, the waiting time may be long enough for another mode of transportation to be deferred, impairing the rate of use of the bicycle sharing system. In this process, the waiting time might be long enough for this mode of transport to be deferred by the user, harming the system utilization rate. The efficiency evaluation procedure of this mobility system will cover two stages, one contemplating the rebalancing operation, and another, the efficiency of the system’s usage. In the first stage the following variables will be used: number of crew involved at the operation, number of vehicles employed, number of daily hours of operation. In the second stage the variables are: the amounts of bicycles and stations in the system, the average number of docks per station, the population served, as well as two unwanted variables, the time wherein the stations remain full or empty. By modeling this scenario, different stages of system efficiency can be systematized into a worldwide overview. After the diagnosis, strategies will be pointed out to increase efficiency, as well as an estimate of the operation and maintenance costs to make the proposed changes. The trade-off between efficiency and operating costs will be considered to establish the best solution. The expected result will allow better operational efficiency and economic viability, assisting in the decision-making process with best practices, as well as serving as a reference for the idealization of new systems.
