RESUMO:

This work aims to evaluate Brazilian electrical system through an integrated proposal of the Data Envelopment Analysis model and goal programming. The active companies in this segment have promoted several adjustments in the tariff cycle to meet the regulatory agency requirements. In the context of the Brazilian electricity sector, significant changes have occurred in the last two decades, which require companies to operate in a regulated system, acting under tariff reviews carried out by the sector's regulatory agency. These adjustments require managers to identify inefficiencies in the production system in order to guarantee financial returns. In order to mitigate these problems, the dynamic modeling with network structure helps to identify the constraints between the links of the electric system chain, as well as to evaluate the performance of these concessionaires over time with the network sharing. With efficiency results, goal programming makes it possible to determine the dominant solution in the set of efficient DMUs. The integration of these models will allow managers of the electric energy sector to make the decision-making process in a more far-fetched way, evaluating the global context of the sector.
