RESUMO:

Given the growing demand of the processes in the public universities, together with the need to adapt the infrastructure of universities, there is the need to develop and implement improvement projects for administrative management with efficiency and effectiveness of processes. Within this context the objective of this study is to propose a framework and guidelines for implementation and operation of an office processes aimed at process management in federal public universities. For development of this work was carried out systematic literature review on the subject business process management, universities, public sector, public administration, then a review on office matters of process and organizational improvement. The research method is characterized as a case study of a qualitative nature. The validation of the proposal will be carried out through focus groups with experts in processes in order to validate considering the guidelines, conditions and necessary elements of office processes and operating procedures, barriers and success factors in the deployment.
